Fred Moore set the look for for all the dwarfs. He did quite the homerun with Dopey as he turned out to be one of the most adored and lovable characters in history!

Here are some model sheets of Dopey beautifully drawn and full of character with the finalized design. You can see the essence of the character even early on, but the final one has an astonishing improvement in appeal.
